Sir:-
In a despatch which I had the honour to address to
you on 27th September, 1911, I ventured to recommend
legislation by His Majesty's Government in China in the sense of Hongkong Ordinance No.5 of 1891 requiring the
numbers of the shares to be given in all forward share
contracts, and I referred to the subject again at the
end of my despatch of 7th January 1913, addressed to
His Majesty's Minister, copy of which was sent to you
in No.1 of 8th January 1913. The object of the proposed
legislation was to break up a vicious system of share-
dealing which has been very harmful to the British
Community in China and to restrict share gambling as
far as possible to those who could afford it.
I now
learn that you desire to know whether the Ordinance
of 1891 has been effective in curbing wild speculation
in Hongkong, and to be supplied with a draft of the pro-
